I found this article to be very interesting. It reflects to a large extent the policies and conditions laid down by major funding agencies like the World Bank and IMF when approving loans or grants to developing countries. Recipients of such loans/grants are sometimes forced to adhere to the conditions of the donor through adaptive or technical leadership. Sometime one may get the feeling of mistrust and lost of confidence by the donor and in themselves and create an imbalance among stakeholders.
There must be serious negotiations where all stakeholders come together to address the issues of common interest, marry skills and expertise, build trust among each other. The rules laid down after free and frank discussions in a participatory decision making process. Everyone should be considered equal and given mutual respect. Very often we here the that ignorance of the law is no excuse, however we must also be reminded that authority and responsibility go hand in hand.
