The world works like this. In developing countries the senario is even worse!! Might is right there where end justifies the means, no matter how blatantly. Developed countries can take solace in the fact that in the developed economies the machinations for influence are subtle.
In the rural state of vermont we try to maximize limited funds and continuously look at creating efficiencies. More focus on establishing priorities based on mission is critical and bears being reminded. It is tempting to apply for a sizable grant that is just a little off the mission. As funds get tighter in state and local govts. partnering with them as “customers” will be vital for sustainability.
