I would add a fifth way from our experience in Eastern Europe. Here we have an issue with child institutionalization. Many can remember the case of Romania and its horrifying orphanages. Similar places still exist in many countries in our region and around the world in spite of scientific evidence that shows that child institutionalization is very harmful not only for their emotional and social development, but also for their brain development. It is sad to see how public money is used to inflict brain damage to already vulnerable children.
There are many community-based models for child protection but orphanages are still with us, showing how good, scientifically-proved ideas fail to spread. At ChildPact (a regional coalition for child protection) we believe that networks are at the heart of idea-spreading strategies. Everett Rogers (the founder of the diffusion theory) said it better than I could: ‘most individuals evaluate innovations not on the basis of scientific research by experts, but through the subjective evaluation of near-peers who have already adopted the innovation’.
