we have many brilliant proposals that never see the light of day because they are not communicated to the people who matter and who need to be influenced for that particular policy area.
its very brave of these guys to dedicate 50% of their funds towards communication. it really shows that they are more focused on not just churning out publication after publication but want to make an impact in society.
this is more pertinent in the information age where there is an explosion of information.
