There are so many different flavors of co-creation, and I’m glad to see you address the technology platform. The U.S. Federal Government has invested in Challenges and Prizes, which could be seen as a type of co-creation.

An interesting line of inquiry to follow in research and exploration of co-creation in government is when used with in-person facilitation, and how that method differs from the usual participatory democracy processes: task forces, working groups, public participation methods, dialogue and deliberation methods.
Another interesting line of inquiry could be the evolution of public-private-partnerships with the government and how those partnerships are enabling co-creation of solutions to complex problems.
