I worked for a brief time in an ADB funded project in Tamilnadu, India for a consultant as a senior quality auditor. My experience was bit mixed, in some part of the country, even there was a practice to bill without doing anywork. Awareness in ADB project was high as compared to normal projects, but business is as usual in some pockets. For some personal reasons, I did not want to continue, so left. A worst road at worst can create only pot-holes as compared to bridges and buildings where quality is much expected & understood! In ADB works they allowed an extra 10% to take care of quality improvements, perhaps that helped to some extent. Engineering was also one of a wanted thing in the project.
