I think major research factors to be considered in the study of why people do not vote should include the impact of social media, negative advertising, and personality attacks. When people are bombarded with negative attitudes, of course they do not want to participate.
Another factor is the electoral college. If we could ever move to a popular vote system, I think people would feel like their vote counted.
The prevalence of “one-party” states and localities is a strong disincentive, with potential voters recognizing that their votes for the lesser party will have little influence. This applies to both red and blue jurisdictions.

Bands want to register voters at concerts. Perhaps promoters like LiveNation could help them do it. Reach youth, Latino, African-american. https://kidrock.com/blog/announcement/448202/when-my-name-was-thrown-out-there-for-us-senate
