Ever since 1915 with the first congressional inquiry into the operation of foundations (in that case the investigation of the Rockefeller Foundation and others by the United States Commission on Industrial Relations), Congress has had a periodically strained relationship with foundations.  The latest in that chain of events is a controversy brewing over the last several months concerning grants by the Ford Foundation to Palestinian groups accused of expressing vitriolic anti-Semitism.
