Three years ago, the Portland (Ore.) Office of Sustainable Development hosted a green building conference at the Jean Vollum Natural Capital Center (NCC), a renovated brick warehouse where environmentally and socially responsible businesses, nonprofits, and government agencies rent office and retail space.
